The rapid development of China Industrial Technology Alliance, promotes the establishment of cooperatives in all industries. As one of many industrial technology innovation alliances, Chinese herbal medicine alliance, is developing variable modes while facing obstacles in its building process. This paper articulates the construction of Chinese herbal medicine alliance, with policy advices on the top-level design and innovation of its institutional mechanisms accordingly.
