Developing circular agriculture is the important alternative measure in solving the dilemma modern agriculture. In order to apply the idea of‘circular agriculture’more fully in the actual production ,the definition, features, principles and theoretical basis of circular agriculture were classified and expounded systematically，and its main participants, hierarchy, technical support and legal assurance were also analyzed by combining with the system innovation and mechanism research in both domestic and international circular agriculture. Research and application of circular economy concept to guide agricultural production, change the mode of growth, innovate development mode and achieve the harmonious development of the ecological system are the inevitable choice for the agricultural development especially circular agricultural development in our country.
