the mode of Mountainous manor in Yuanshi County, Hebei province is dealt with in this paper. With the mode, the local people take more active in explore the deserted mountain with thesale of usage right of four-deserted land( deserted mountain, slope, ditch and beach) .combining manor with four-deserted land, the mountainous area are comprehensively developed on the basis ofthree-dimension control realizing the balanced development of ecologic benefits, economic benefits and social benefits. The development model of mountainous manor is an effective way helping local people out of poverty.
