An editor plays a key role in the publishing of a periodical of science and technology. His/Her thoughts affect the overall layout of a periodical. Furthermore, he/she assumes the overall responsibility of refining a paper and its quality as well as of the publishing of a good periodical. The purpose of this paper, therefore, focuses on analyzing the effect of an editor’s quality on that of a periodical of science and technology and indicates that it is very vital to affect the quality of a periodical of science and technology as a qualified editor. In order to improve the quality of a periodical in the new era of knowledge explosion, the author also explores the quality that an editor of a periodical of science and technology should possess as follows: A firm political stand and professional moral quality; Higher level professional and relevant knowledge; Extensive knowledge and necessary literature accomplishment and professional editorial and publishing knowledge; Organizing and Coordination ability as well as communication skills etc.
