Through analysis the state of innovation to science and technology and transformation to achievement，thought that the basic agricultural science and technology unit was the important strength ，in innovation to science and technology and transformation to achievement in the china . But there were a great deal of questionssuch as small scale ,serious burden, lack of funds and talents ， weak in competition ect. In the basic unit according to this current situation .The basic unit can survive develop and strengthen. Just by probing the mechanism reform actively, strengthening innovation to science and technology，accelerating achievement transform.
